Catherine Muyeka Mumma is a distinguished human rights advocate, lawyer, and legislator in Kenya with decades of experience in governance, constitutional reform, devolution, gender equality, and digital policy. She currently serves as a Nominated Senator representing women in the Kenya Senate, where she also sits on the Speaker’s Panel. She is the Vice Chairperson of the Devolution and Intergovernmental Relations Committee and serves on the Education, and Agriculture Committees. A passionate champion for gender justice and inclusive governance, Sen. Mumma is the Vice Chairperson of the Kenya Women Parliamentary Association (KEWOPA) and a member of the Kenya Women Senators Association (KEWOSA). She actively contributes to parliamentary caucuses on climate change, the Sustainable Development Goals (SDGs), and sexual and reproductive health rights as part of the Eastern and Southern Africa Parliamentary Caucus (ESA). She is also at the forefront of legislative engagement within the Kenya Chapter of the Parliamentary Network on the World Bank and IMF. Sen. Mumma plays a significant role in shaping regional and global discourse on science, technology, and internet governance. She serves on the Executive Committee of the African Parliamentary Network on Internet Governance(APNIG), is a member of the Internet Corporation for Assigned Names and Numbers (ICANN), and is the official SenateRepresentative to the Inter-Parliamentary Union (IPU), where she sits in the Working Group on Science and Technologyand the Health Committee. As part of her commitment to institutional integrity, she is currently spearheading the development of a sexual harassment policy and code of conduct for the Parliament of Kenya—an initiative she undertook independently and is presenting to the Parliamentary Service Commission for consideration.Her distinguished legal and human rights career has been instrumental in transforming Kenya’s governance framework.She has served as Senior State Counsel in the Office of the Attorney General and held leadership roles in key constitutional bodies: the Kenya National Commission on Human Rights (KNCHR), the Commission for the Implementation of the Constitution (CIC), and the Independent Review Commission on the 2007 General Elections (IREC or “the Kriegler Commission”), which led critical electoral reforms after Kenya’s post-election violence. Sen. Mumma is deeply committed to adolescent health and rights. She is the founder of the Adolescent Health and Rights Trust Africa (AHRTA) and a co-founder of the Kenya Legal and Ethical Issues Network on HIV and AIDS (KELIN). She played a leading role in the drafting of the East African Community HIV and AIDS Prevention and Management Act (2012), and continues to influence sexual and reproductive health laws and policies in the region. Her submissions on gender-based violence and femicide offer a roadmap for structural reforms to end Gender-based Violence (GBV) in Kenya.
